They could pay for the pads and incentives by shifting the tax burden onto other companies, some of whom will decide to relocate in Akron, where they’re offered a pad and incentives by government. If and when the Jackson County grantees are successful, they can apply for more incentives or go to Arlington to avoid higher taxes levied in the next wave of job creation.
