The fallout continues on bad legislation that was passed during the 2007 session. The Solid Waste Management Act a.k.a. Senate Bill 1492 imposed such strident regulations that it is now virtually impossible to build any new landfills in North Carolina.  Besides imposing a new $2.00 per ton tax on trash disposal, the bill requires a 5-mile buffer between any new landfill and a national wildlife refuge, a 2-mile buffer for a state park and a 1-mile buffer for a state gameland.  The debate now begins around whether these buffer requirements are arbitrary or based on real science.
