National Journal‘s Hotline ranks the North Carolina governor’s race the nation’s most likely to see a change in party control … meaning Pat McCrory would defeat Walter Dalton.

• Dalton on Tuesday issued a statement urging Gov. Bev Perdue to veto the state budget. “This budget deprives our people of opportunity and will set us back,” the statement read.

• Rasmussen Reports shows Mitt Romney’s lead in North Carolina shrinking slightly. Voters see him more favorably than they do President Obama, who remains underwater.

• Bruce Peller, who lost the Democratic primary for the 5th Congressional District, says his former campaign manager stole patient records from Peller’s dental practice.

• McCrory tells Dalton to stop messing with Charlotte.
