The N&O reports here that:

In the lawsuit filed this month in Wake County Superior Court, Waste
Industries said the state law applying stricter regulations to new
landfills was aimed specifically at preventing construction of its
Black Bear landfill. The lawsuit calls the new law arbitrary,
capricious and unconstitutional.

“The company has worked in good faith for five years and expended over
$13.5 million in reliance on the company’s contract with Camden County
and based on the environmental laws of the state,” Waste Industries
said in a statement.

 It seems that changing the rules in the middle of the game is par for the course regardless of the ultimate cost to consumers.
