The problem started when Graham County shanghaied a board of elections worker to fill a vacancy created by the sudden resignation of the county assessor. The county agreed to pay election services enough to replace the fulltime employee, who obviously had valuable skills, with a part-time employee. The board of elections later hired a second part-timer, but the commissioners refused to allocate funds to cover his wages. Election services sued, the courts ruled in their favor, and the county appealed the decision.
