So while the 2014 budget would spend more than the previous year’s budget, the appropriation isn’t enough to keep up basic services.
There may be a legitimate debate about what it means to “keep up basic services,” but even the left admits that simple fact – the 2013-14 budget will spend more on education than last year’s budget.
