NCEA director Lindalyn Kakadelis recently spoke with the Charlotte Southpark Rotary Club about the Association’s upcoming report, Constitutionality of School Choice in North Carolina.  The report, which is slated for release later this month, was only the antipasto – the meat of the presentation focused on the Department of Public Instruction’s 2006 Facility Needs Survey, a comprehensive, statewide survey of the needs of public schools.  The financially liberal assessment of school needs is estimated to run at $9.7 billion for the next five years.  With the surprising request, school officials are boo-hooing the lack of school construction funds doled out by the “education lottery.”  As officials continue to quibble about their fair share (whatever scheme that might turn out to be), education specialist Terry Stoops thinks that one way to help might be to reallocate education proceeds towards school construction instead of unsuccessful school programs.
