This topic of this weeks Head Locke episode is the problem of overcriminalization. Did you know that in North Carolina stealing over $1,000 of grease is a class H felony or that it’s illegal to serve alcohol at a bingo game? These are just two examples of the thousands of extraneous state laws that, while seldom enforced, remain on the books. To make matters worse, administrative agencies, professional licensing boards, county and municipal governments, and metropolitan sewer districts create even more rules and regulations that criminalize certain activities. Jon Guze, Director of Legal Studies for the John Locke Foundation, joins Terry and Kory this week to discuss why overcriminalization is a problem and what North Carolina lawmakers are doing to address it.
