It seems from the Taxpayers, but that is what it looks like to me.

From The Mountaineer in Waynesville:

The recent announcement by Gov. Beverly Perdue recommending $200,000 for the project through the Appalachian Regional Commission is the latest good news. This amount, which Ward said is not finalized, but looks very promising, joins other commitments of $100,000 in local pledges from producers, counties and businesses; $875,000 from the N.C. Tobacco Trust Fund Commission and $50,000 from the N.C. Department of Agriculture Farmland Preservation Trust.

Other funding requests that look promising include a $400,000 grant from the N.C. Rural Center and another $1 million from the tobacco trust fund.

“The goal is to secure $2.5 million,” Ward said. “The timeline for the project is to have the funding in place by July 2009 and complete construction by December.”
The funding will be used to build a sales arena, an office area and livestock barn plus the needed infrastructure and parking.
