Once again the researchers at the John Locke Foundation did a better job of predicting reality than the bureaucrats. First, it was the proceeds from lottery. The Locke Foundation was ?more than 11 times more accurate then the Governor?s? prediction.
Now, the issue deals with student enrollment predictions.  Back in 2004, Dr. Karen Palasek reported on data coming from the National Center for Education Statistics.  She reported how North Carolina school enrollment would more than likely drop, while local officials kept telling the public how enrollment would explode.
Yesterday the Charlotte Observer reported how the ?Student Surge? is far less than what the ?experts? told the public.
