It seems the state lottery isn’t generating as much money for education as advocates had promised.

I’ll buy the argument that the games are still fairly new, and it’s hard to judge long-term trends from these early returns.

But the latest numbers lead to the same question I’ve asked before: Should we be concerned that lower-than-expected lottery revenue forces state government to dip into other funds to pay for “lottery-funded” programs, or should we be delighted that North Carolinians aren’t as gullible as projections had assumed?
