Wow, are folks really surprised that the education lotto is not going to add to education spending? That the Easley administration is going to route $200 million in education money back into the General Fund — AKA the fund for damn fool ideas east of I-95 — just as soon as $200 million in lotto money comes through? This very bait-and-switch has been the topic of discussion for months, if not years.

This is why an “education lottery” was such a horrible idea, it takes millions of dollars that could be put to some productive use in the private economy and hands them to Raleigh. Raleigh, if we are lucky, spends that money on schools. Lawmakers then take the money they were spending on schools and route it to something else — probably some damn fool thing east of I-95.
