Quintin Ellison wrote another great article with the superb headline, “Build it and they still didn’t come: Wastewater plant pumps more money in than treated waste out.”

Perhaps it was a slow news day, but the Whittier Wastewater Treatment Plant is back in the news for continuing to fail. The $5 million plant serves a total of 36 customers. Perhaps the news is, “It has added just a single three-bedroom house to the customer rolls since the plant came online just more than 10 years ago.” The plant, designed to treat 200,000 gallons of sludge per day, is running at 4% capacity. The machines have, on occasion, malfunctioned for want of water to process. Failing to pick up new business, the plant is on a trajectory for becoming insolvent about two years from now.
