Presidential scholar Stephen Hess thinks Bush blundered by making Social Security reform the top priority of his second term ? and stubbornly sticking to that strategy when voters didn’t buy his approach.

“He’s a visionary where his father decidedly wasn’t, but sometimes you can be too visionary,” Hess said. “But, then again, he always surprises me. He’s basically lucky ? some presidents just are lucky.”
