The TVA has settled to pay North Carolina $11.2 million over five years for reparations for air pollution from its power plants. The first year, a hubbub erupted because a chunk of funding went down east, to areas where toxic concentrations of aerosols, airborne particulates, etc. were thermodynamic improbabilities. Now that arrangements have been made to spend the money in affected areas, it appears a lot of the funding will be used to transfer private property to government hands.
