Look, until we get control of the city’s internal spending growth — that 50 percent growth in the city manager’s budget in just three years, for example — the budget debate is rather empty.
Again, the relevant number is $60 million. That is how much General Fund revenue has grown just since 2004. Any responsible budget lives within that revenue growth.
There is just no other way to spin it.
