That’s the conclusion of a new report from the John Locke Foundation and the Florida-based Foundation for Government Accountability. In addition to highlighting the positive elements of Gov. Pat McCrory’s Medicaid reform plan, the JLF/FGA report notes nine different recommendations that could make the plan better.
