Things could run a little smoother over there. Turns out Joel Coliseum needs some roof work done. The phenolic foam used to insulate the roof back in 1989 may have something to do with the damage, and the City of Winston-Salem is working on a settlement with the insulation supplier to help pay for the work.
But guess what — the settlement won’t cover the entire cost, so the city’s going to finance the work with certificates of participation.
So Winston-Salem seems to be running a little short on money. You have to wonder why.
