Sanford … ditched tradition in January and issued a 300-page budget recommendation that went far beyond the spending “suggestion” normally sent to lawmakers.

But the depth of the discord between Sanford and lawmakers hit the public stage when the governor vetoed an economic development bill because special projects were tacked on to a measure he originally supported.
