The Winston-Salem Journal reports that the N.C. Court of Appeals has has ordered a new hearing on the possible release of Michael Hayes.

Hayes was was found not guilty by reason of insanity 20 years ago of killing four people during a shooting spree along Old Salisbury Road. He’s been in a state mental hospital ever since, though he’s actively sought release for several years now. The judge rules that Hayes’ lawyers should have sought a conditional release during his last hearing, as opposed to continued commitment or unconditional release.
