Here is a video of Rep. Goforth introducing a proposed committee substitute (PCS) bill before the House Judiciary II Committee. A PCS is basically a new version of a bill. In this video, the PCS introduced is the new “gutted” version of the annexation moratorium bill.

I’ll let others decide whether Goforth provides a good description of the changes that the PCS makes to the original bill.

To clarify, the vote seen in the video is not a vote on an amendment or the bill itself, but of approval to “discuss” the PCS. Experts tell me this vote always is in the affirmative.

After what is seen in the video, no attempts were made to amend the PCS so that it was a true moratorium bill or to address the issue in anyway.

The bottom line is the J2 committee approved a “moratorium bill without a moratorium.”
