Rep. John Blust, R-Guilford, has an amendment to implement zero-based budgeting. It passes. Even Finance co-chair Rep. Pryor Gibson, D-Anson, and Appropriations chair Rep. Mickey Michaux, D-Durham, support it, saying that’s what they’ve been doing with this budget.

A few more amendments. Proposed schedule: Come in at 8 p.m. Friday, take care of any remaining amendments, take second reading and then third reading Saturday right after midnight.

The House is taking a break and plans to return about 7 for continued debate and amendments.
