Today?s Charlotte Observer describes details of Superintendent Goman?s budget for next year. One issue questioned stems from the decentralization plan. The school board questions the need to spend $6 million to create this new organizational structure.The Superintendent needs to resolve the $6 million requested with the ?Findings and Recommendations of the Citizens? Task Force on Charlotte-Mecklenburg Schools,? which was released December 2005. Page 16 states:

?The implementation of an Area Administrative Model requires the repurposing of current central office resources to create area offices of sufficient capacity. Given the current size of the CMS central office, we are confident that a robust area administrative structure can be created without additional cost and may in fact provide an opportunity for cost savings.?

Remember this was not a ?rightwing conspiracy,? conservative group, but one put together by the business leaders in the city, co-chaired by former Mayor Harvey Gantt and Bank of America’s Chief Marketing Officer, Cathy Bessant.
Is Dr. Gorman ?repurposing? or is he just creating another layer of bureaucracy? I think the extra $6 million answers the question.
