I should point out that the State Board of Elections (SBOE) administers this program, so they deserve as much blame as Chapel Hill.
The United States Supreme Court held rescue fund programs violate individual rights of citizens. To keep this program going is to disregard the rights of North Carolinians.
SBOE and Chapel Hill do whatever they want, even if an 8-year old knows it is unconstitutional, because they think there’s little chance they’ll get sued.
The SBOE is losing credibility (more credibility) through its actions. It appears only the legislature can reign in an agency and a town that will do anything to push its political welfare agenda.
