The town commissioners in Saluda are in the news for bucking a trend. Normally we read about municipalities punishing poor people who can’t pay for their utilities with steeper fines. The logic is, if you don’t have $100 you surely have $120. Saluda, by contrast, argues if you don’t have $100 within fifteen days, maybe you will have it within twenty-five. The down-side is if you don’t have it after twenty-five days, you may start paying through the nose to have it disconnected.
