Appalachian State is going to ask its deans to prioritize programming in the name of efficiency. When I worked in a college setting, there was a tendency of professors to prioritize the classes they taught. I remember one specifically stating her students were demanding continuity of instructors from one class to the next. Back then, I had the luxury of quitting so her students could have their wish. In general, though, shouldn’t the university be asking local employers what classes they would find helpful?

Yes. We need young engineers with twenty credit hours in Women’s Studies and not a dram of coursework in trigonometry.
