The elections board and House Speaker Jim Black’s lawyer are no debating the legality of a $4,000 check that ended up heading to Michael Decker.

Optometrist M. Scott Edwards wrote the check in early 2003 and left the “payee” line blank. Edwards handed the check to Black and told him to use the check as he saw fit.

Black filled in Decker’s name and passed it to him.

Black’s lawyer — John Wallace — says that evidence does not show that Black knowingly passed along a contribution to Decker “in the name of another.”

Leake disagrees. He says the contribution to Decker came from Black, using money provided by Edwards
