N.C. House Republicans promise an open process as they move forward with legislation to require photo identification for voters. While stating clearly that their bill will include a photo ID requirement, the Republican legislators spelled out in a morning news conference a process involving public hearings, expert panels, and legislative deliberations that will extend into next month.
