The Obama administration had been contemplating intrusive new rules on ozone emissions but suddenly reversed itself. The news came as a surprise to the president’s environmental buddies — and, more significant, to the EPA, which was not involved in the decision-making process and whose chief administrator was informed of the decision less than 24 hours before it was announced. That the Obama administration, which fancies itself a post-ideological, technocratic outfit guided by experts and “the science,” did not bother to consult with the experts and the agency in charge of the regulation suggests that the White House is running scared from its own policies and their deplorable economic consequences. This is an excellent thing.
