A survey of state business executives conducted for the Center for Local Innovation finds a big disconnect between what business leaders think and what state and local policymakers do.

Exhibit A: Only 29 percent of those surveyed think building rail lines is the best use of tax dollars to combat traffic congestion. Most — and 71 percent is a whopping most — prefer building roads. What a concept. Plus, by about the same margin, those surveyed prefer across-the-board tax cuts to the targeted tax breaks and subsidies state and local officials love to dole out.
