Charlotte’s crackhead Beltway — what’s the cheapest Beltway ya got? — is dragging on and on. Now a cement manufacturing screw up will delay the opening of one portion for months, into 2007.

NC DOT blames a motor problem at Holcim cement plant for cutting off the cement supply for several months. NC DOT does not know if it can collect damages from Holcim, a huge multinational corporation, for the delay.

Does that just sound like NC DOT or what? No private business could ever operate like that. In fact, performance like that is tolerated in damn few public-sector ventures. But in the world of North Carolina road-building — situation normal, all fouled up.
