Governing.com is linking a “Grading the States” document which assigns letter grades to each state based upon a number of “governance” criteria?money, people, infrastructure, and information. There’s a lot to debate, potentially, in this report.

We get a C+ overall in NC. Taking a look at the Government Performance Project 2005 is interesting, though. The report criticizes the practice of reducing management personnel in state government (where that is occurring) to the point that it is stretched too thin, and also criticizes term limits in general, for preventing continuity in governance where it would otherwise be desired or desirable.
