The Education Lottery is not the only state fund haunted by a mystery money-gobbler. Macon and Graham Counties will soon be joined with Bryson City in passing resolutions objecting to the state’s unique way of disbursing federal highway allotments. In 1965, the federal government approved funds for highways in the Appalachian Mountains. Thirteen states are awarded funding, but North Carolina is the only state that uses the federal funds to supplant state funds that would otherwise flow into the Appalachian counties.
