New First in Freedom Index ranks N.C. No. 23 nationally, No. 5 in Southeast

Policies that promote freedom tend to lead states toward greater economic growth and prosperity. That’s why the John Locke Foundation has created a new First in Freedom Index to help policymakers in North Carolina and other states gauge their success in promoting freedom.
