Bypassing voter approval for new state debt cost North Carolina taxpayers an estimated $261 million in extra interest from 2005 to 2011. That’s according to a new John Locke Foundation report that details problems associated with so-called “special indebtedness.” That’s debt that requires no vote of the people.
