Swain County received its federal pay in leu of taxes (PILT) funding for another year. It was passed as part of the 2014 Farm Bill. No legislator is saying he opposed the award. Those who voted against it apparently did so because there were so many other objectionable parts to the bill. The PILT payments comprise 4.5% of the county budget in Swain, where 87% of land is owned by the federal government.
