I am of the opinion it does not pay to know the English language. As recent evidence, I present criteria used in selecting a successor for URTV (Asheville’s public television). The rest of the criteria were not that much clearer:

a. Community Development: Creating a vision of a County and a City that is ahead of other communities in building a media network and resources that are innovation and green, and one that places the power of the new media in the hands of the local citizens.
b. Economic and Workforce Development: Creating a strategy that connects government, education, community, and business in a proactive economic and workforce development movement.
