On What Authority?
When Paul Chesser took the Charlotte Observer’s editorial board to task for the misunderstanding of who can make commitments for the state, another newspaper took notice. The Greensboro News & Record’s Doug Clark used his online web log to link to Chesser’s Carolina Journal piece about the conflict between Gov. Easley and the legislature over selling land to cooking school Johnson & Wales. Chesser explained that House Speaker Jim Black and Senate President Pro-Tem Marc Basnight had no authority to commit to selling land in Charlotte to J&W for just $1.
