Local governments are struggling because the legislature doesn’t have enough money. It’s going to cut this, that, or the other thing; and until it makes up its mind, everybody is in the lurch. And so, as we tighten our belts, stretch our dollars, starve our children, and all that, the state has enough audacity – er, funds – to award twelve planning grants for comprehensive studies of pedestrians and bicyclists. The City of Saluda managed to get one of the lumps of free money with only a $2500 match. The reporter didn’t bother to mention exactly how much free money was handed out for this teacher-supplanting necessity, so it shouldn’t matter to you, either.
