House has approved a bill to change to North Carolina’s annexation law, but John Locke Foundation Legal and Regulatory Policy Analyst Daren Bakst explained in a Wilmington Star-News op-ed that the House plan falls far short of real reform. Meanwhile, Carolina Journal Associate Editor David Bass continues to attract attention for his work to expose questionable state spending in an air-quality lawsuit against the Tennessee Valley Authority.
