First, UNC thinks there are more qualified out-of-state students who would like to get in to UNC than currently can because of the admissions cap. Second, according to this DTH article, if out-of-state tuition is raised, fewer out of state students would want to attend UNC. The solution seems simple: raise the tuition, eliminating the need for the admissions cap increase, while at the same time preserving access to UNC to those students who should be there: the children of the NC taxpayers who bear the brunt of the cost in the first place.
