Fletcher, NC doesn’t exactly impress somebody as being in need of a master plan. The downtown area consists of low-income shopping malls. Yet, the town council would like to “create overlay districts for the greater Fletcher area as part of the town’s Heart of Fletcher project.” Consultants from Winston-Salem have been working up the plans.

Talk is mostly heuristics, so people stuck in Rush Limbaugh’s Literalville will sound very stupid explaining. The following reasons for the overlay districts were included in a Hendersonville Times-News article:

  • “connecting neighborhoods”
  • “better defining the Heart of Fletcher boundary”
  • creating a “vibrant, pedestrian-friendly downtown”
  • “creating a safe, energetic place for citizens to live, work, play, dine, and socialize”
  • “integrate the area’s physical, natural and historic context”
  • combining residential and commercial uses “to maintain the economic health and commercial vitality of the town center”
  • etc.
