N.C. Supreme Court Chief Justice Mark Martin shocked political observers when he announced his plans to resign from the state’s highest court at the end of February. Martin’s departure could lead to a further shift in the court’s partisan makeup. Since 2016, a 4-3 Republican majority has shifted toward a 5-2 Democratic majority. Democratic Gov. Roy Cooper could boost his party’s advantage to 6-1.
