The D.C.-based outlet points out that Republicans controlling the Tar Heel State’s redistricting process are looking at a way to survive a likely Voting Rights Act challenge and make life safer for the GOP: add a third majority-minority congressional district. By moving the lines, it’s possible to create a district centered around Fayetteville with more than 50 percent blacks and Lumbees. Likely losers: Mike McIntyre, Heath Shuler, Larry Kissell, and Brad Miller. Potential big winner: Renee Ellmers, whose path to re-election would be tough if the 2nd District weren’t moved around, thanks to a plurality of Democrats in the current district.
