Conversely, the well known pathologies that afflict the black community (especially births to unwed mothers) began afterwards. Could it be that just as the nations that rely least on government make the most progress, so is it also true that groups of people that rely the least on the state to get what they want make the most progress?

Yes, it could be true and plenty of evidence suggests that it is true.
