Jackson County is going to give drivers who fail to put little passengers in car seats a choice of a $260+ fine or sensitivity training. The latter is a diversion program that includes a free, professionally-installed car seat. Offenders must also watch a video. It’s supposed to incent people to tie their kids down, and it never made sense to fine people for being poor. But who would pay for a car seat when they could get one installed by watching a movie?
