Who: Charles W. Pickering had a front-row seat in the recent battles over appointments to the federal appellate courts. He gained extensive trial experience practicing law for more than 30 years before President George H.W. Bush appointed him to the U.S. District Court for the Southern District of Mississippi on October 2, 1990.

In May 2001, the current President Bush nominated Judge Pickering to the Fifth Circuit U.S. Court of Appeals in New Orleans. The American Bar Association rated him “well qualified,” and he had the support of numerous Democrats from the state of Mississippi, but a minority in the U.S. Senate blocked his appointment. On January 16, 2004, President Bush used a recess appointment to add Judge Pickering to the Fifth Circuit. When the U.S. Senate failed to confirm him, Judge Pickering returned to private practice.
