Hope Williams, president of North Carolina Independent Colleges and
Universities, repeatedly told the appropriations subcommittee on
education that private colleges have had flat enrollment among North
Carolina citizens the last two years — so they need more money to
provide larger grants. The NCICU has more merit in this claim than
others at the trough the last week with their “needs lists,” as private
schools compete with the far more heavily subsidized UNC system for
in-state students,  but if the private colleges and universities
have faster growth, they’ll be back needing more money for the
additional students.
