In spite of its reputation for being a crazy city, something good about Asheville came out at council’s retreat Saturday. A former city council had made it policy that the city was not to use eminent domain, but was to negotiate, negotiate, negotiate instead. Esther Manheimer said she would like to change the policy, as other bodies can just take that upon which they set their desires. City Manager Gary Jackson concurred. The city has been spending a lot of money trying to respect property rights. A majority on council gave staff the go-ahead to change the policy.
