If nothing else, Winston-Salem developer Kerry Avant has cajones. Avant’s not only asking the city to pitch in $3 million for the Civic Plaza project’s parking deck, but:

The city would own and operate the parking deck, but Avant said he needs a lot of the spaces reserved. He said he would need about 60 spaces for tenants of the Pepper Building on Fourth Street, which he plans to acquire and renovate, and 50 spaces to make up for the loss of the Piedmont Federal parking lot, which sits near where Avant plans to put up a 12-story building. Avant is also planning a six-story building nearby.

Fair enough, Avant’s willing to work out a flex-parking system with the city, which will work out the details after they approve financing at tonight’s City Council meeting. Anyone think they won’t approve it?
